Howie Eberts is the Vice President of the Expert Witness division at SCR Safety Solutions LLC, bringing more than three decades of high-level occupational safety experience to the organization. He recently retired from OSHA after a distinguished 37‑year career, during which he served in numerous leadership roles, including Assistant Regional Administrator, Deputy Regional Administrator, and ultimately Area Director of the Cleveland Area Office for thirteen years—one of OSHA’s largest and busiest locations. Mr. Eberts began his OSHA career in 1988 as an Industrial Hygienist in the Columbus Area Office, where he led fatality investigations, major inspections, and complex hazard evaluations involving PSM, noise, confined spaces, and HAZWOPER. At SCR Safety Solutions, he leverages his extensive regulatory and technical expertise to support clients with expert witness services, high‑level safety consultation, and guidance on OSHA compliance. A graduate of the University of Notre Dame with a Bachelor of Science degree, Mr. Eberts is recognized for his deep knowledge of workplace safety and his commitment to improving organizational safety culture across industries. 

Topic: OSHA Multi-Employer Policy

Howie Eberts will present an in‑depth session on OSHA’s Multi‑Employer Policy, a foundational enforcement framework that defines how responsibility is assigned when multiple employers share a worksite. The presentation will explain OSHA’s four‑role structure—creating, exposing, correcting, and controlling employers—which determines how citations may be issued even when a company did not directly create a hazard. Attendees will learn how OSHA’s two‑step analysis evaluates employer roles and “reasonable care” in addressing hazards, a process central to enforcement across construction and other multi‑employer environments. Howie will also highlight common pitfalls that lead to multi‑employer citations and share practical strategies for maintaining compliance during inspections. The session is designed to help organizations strengthen their safety oversight, improve contractor management practices, and reduce exposure to costly OSHA violations. This presentation offers valuable guidance for leaders, supervisors, and safety professionals responsible for coordinating or overseeing work involving multiple contractors.
